Why the unfilled rate is so high for the GIF transactions?

There are some system differences between the OCLC and National
Institute of Informatics. So all the transactions occurred for each
request will be included in the GIF statistics. For example, if your
request lists four possible suppliers and it takes the forth supplier to
fill your request, first three cancellations will be included in the GIF
statistics in addition to 1 confirmed request count. So the actual
success rate is much higher.

GIF統計をみるとかなり謝絶率が高いようですが？
OCLCとNII間でシステムの運用方法に違いがあり、統計の数え方に影響が出ています。例を挙げて説明しますと、依頼館が4館の受信館候補を挙げてリクエストを送り、4館目が資料の発送をしてくれたとします。この場合、依頼完了１件となるのではなく、依頼完了１件プラス謝絶３件と数えられます。よって、利用者の手元に依頼資料が届いた率は、実際にはもう少し高い数字になります。
