We are having some invoice problems. How can I solve the problems?

“Dummy Requests” are often used within OCLC to correct IFM charging errors. Within the GIF project this most often happens when a library ships/sends the item but does not respond to the OCLC request in the allotted amount of time and the request ages to unfilled - Meanwhile the book or article is actually on its way to the borrowing library. Between North American libraries this sort of error would be considered unfortunate - but as the request has most likely gone on to another library that *will* ship and respond on time no effort would be made by the first library to collect a charge. However when this happens between a Japanese library and a North American library often there is no other supplying library to resort to and the article has been received or the book is already on the airplane.

In order to collect the proper fee for lending the item, the lending (Japanese) library needs to contact the borrowing library and request that they place a ‘dummy request’. The request is generated like any other blank workform request except that the title field would not contain and actual book or journal title – but rather a note that said something like: “This is a dummy request to allow us to pay you for “IL:XXXXXXXXXX”. Please insert the appropriate IFM charge and say ‘yes’ to this request as if you were shipping an article to us.” When the North American library updates this request to received the Japanese library will be paid.

OCLC参加館同士でIFM課金情報を訂正をするために「ダミー・リクエスト」を利用することがあります。GIFプロジェクトのやり取りでこの例に該当する問題は、受付館が実際にはリクエストされた資料を発送・送信したにも関わらず、リクエストのステイタス変更がOCLCが設定した時間内に行われなかったため、謝絶扱いとなってしまった場合に発生します。北米の図書館間では、次の所蔵館へリクエストが回され、この受付館によって再度資料の発送・送信が行われた場合、不運なケースとして最初の受付館は料金の回収をあきらめるのが普通です。しかし、北米・日本間では最初の受付館が唯一の受付館というケースも多く、実際に資料は依頼館に届くわけですから、料金の請求を何らかの形で行いたいということになります。この問題を解決するためには、日本の受付館からまず北米の依頼館にコンタクトを取り、「ダミー・レコード」を起こしてもらうように依頼します。「ダミー・レコード」は、空白ワークフォームを作成する手順と同じように作られ、書誌情報は入っておらず、注記の欄に“This is a dummy request to allow us to pay you for “IL:XXXXXXXXXX”などと入力されます。「ダミー・レコード」を受け取った日本の受付館で、IFL料金を入力し、資料の送付・送信を行った時と同じように、「yes」とします。北米の依頼館で受領とステイタスを更新すると、支払い処理が終わったことになります。
