Can Japanese libraries request North American libraries to photocopy an entire book?

No, we can not copy a whole book. This violates the copyright compliance laws in the United States unless the item is in the public domain. Four factors of "fair use" includes "the amount and substantiality of the portion used in relation to the copyrighted work as a whole" We can copy a chapter or two, but not the complete book and we will charge accordingly. We do not copy complete issues of journals, either, even if it only contains one article.

As far as the Committee knows, only commercial document suppliers pay royalties on behalf of their customers, i.e. requesting libraries, and pass the fees on accordingly. It would be difficult to obtain permission, especially for a reasonable fee, to copy an entire copyrighted work

コミッティーが把握している限りでも、商業ベースの複写サービスでない限り、リクエスト者に代わりに著作権処理をしてくれるケースはないと思われます。また、著作権のある資料の全頁複写許可を得るのは難しいと思われますし、そうしたサービスを妥当と思われる料金で探すのは困難でしょう。
